While not yet suitable for use in regulations or specifications, TM-39 serves as a valuable educational resource and a step toward standardization. NEMA commends IES for this initiative and emphasizes the need for continued industry collaboration to develop consistent, reliable measurement methods—particularly as existing techniques show variability of up to 50%. The path forward depends on unified efforts to ensure accurate assessment of temporal light modulation (TLM).
